The European Union on Friday endorsed an emergency aid package worth nearly 200 million euros ($173 million) to help Serbs get through the winter. The money, taken from the EU's annual aid budget, will be used to provide medicine and heating oil and to improve food distribution in Yugoslavia as winter approaches, officials said.
